POSITION SUMMARY
The Workers' Compensation Analyst supports the administration and continuous improvement of the district's workers' compensation program, with secondary support for unemployment claims administration. Under the direction of the Manager, Workers' Compensation & Unemployment, the role is responsible for analyzing claims activity, coordinating claim documentation, monitoring compliance, supporting return-to-work efforts, and helping ensure timely, accurate, and consistent resolution of claims. This position serves as a key liaison among employees, supervisors, payroll, medical providers, third-party administrators, and legal or regulatory partners to reduce risk, control costs, and improve employee support and program effectiveness.
MIMIMUM QUALIFICATIONS
EDUCATION:
- Bachelor's degree in human resources, business administration, public administration, risk management, finance, or a related field preferred
- Additional years of equivalent professional experience may be considered in lieu of the degree requirement
CERTIFICATION/LICENSE:
- PHR, SHRM-CP, workers' compensation claims, or related professional certification preferred
WORK EXPERIENCE:
- Three to five years of progressively responsible experience in workers' compensation, claims administration, risk management, human resources, benefits, leave administration, or a closely related function required.
- Experience analyzing claims activity, coordinating case documentation, supporting hearings or audits, preparing reports, and communicating with internal and external stakeholders required
- Experience in K–12 education or public sector preferred
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of workers' compensation claims processes, unemployment administration, leave coordination principles, and general risk management practices
- Knowledge of applicable federal, state, and local laws, regulations, reporting requirements, and recordkeeping expectations related to claims administration and workplace injuries
- Skill in reviewing documentation, analyzing claim trends, identifying discrepancies, and preparing clear reports, summaries, and recommendations
- Skill in maintaining accurate records, managing multiple deadlines, and coordinating follow-up with internal departments and external partners
- Ability to communicate clearly and professionally with employees, supervisors, medical providers, legal representatives, administrators, and outside agencies
- Ability to interpret policy, explain procedural requirements, and provide customer-focused guidance in sensitive or complex situations

- Ability to use spreadsheets, databases, claims systems, and standard business software to monitor case activity, prepare reports, and support decision-making
ESSENTIAL DUTIES
- Administers and monitors workers' compensation claims from initial report through closure, ensuring claim files, incident documentation, wage information, and related records are complete, timely, and accurate
- Reviews first reports of injury, medical documentation, claim correspondence, and related case materials to identify issues, escalate concerns, and support timely claim handling and resolution.
- Serves as a liaison among employees, supervisors, payroll, benefits, third-party administrators, medical providers, attorneys, and regulatory agencies regarding claim status, documentation, return-to-work matters, and program requirements
- Tracks lost-time claims, restricted duty assignments, return-to-work activity, settlements, trends, and program costs; prepares reports, dashboards, and recommendations for leadership review
- Assists with the administration of unemployment claims, hearings, documentation requests, and related follow-up, while maintaining primary focus on workers' compensation analysis and program support
- Audits claims files, payments, coding, and administrative practices to help ensure compliance with district procedures, applicable laws and regulations, and internal controls
- Coordinates modified duty and return-to-work processes by working with departments and supervisors to identify transitional assignments and support timely employee reintegration when appropriate
- Prepares case summaries, supporting documentation, and response materials for audits, hearings, mediations, legal review, and leadership briefings as assigned
- Identifies claim trends, root causes, and operational risk factors; recommends process improvements, training needs, and corrective actions to strengthen compliance, reduce claim frequency, and improve service delivery
- Provides guidance to administrators and employees regarding workers' compensation procedures, reporting expectations, required documentation, and available support resources
