Job Description:

The Supervising Portfolio Manager provides oversight for TD Waterhouse Private Investment Advice’s “TD Privately Managed Program”. This program currently has in excess of $120 Billion in assets that are managed on a discretionary basis by over 475 Portfolio Managers (PM); this program is targeted for growth in the near to intermediate term. Supervision of these accounts is a regulatory requirement and is considered a high-growth area to TD PIA.

The successful candidate will:

  • Be responsible for the supervision of managed accounts and Portfolio Managers in accordance with IIROC regulations
  • Ensure the oversight processes and procedures fully comply with all CIRO Supervision requirements and internal compliance rules for the TD Privately Managed Accounts Program
  • Together with the Designated Supervisor, work across divisions within TD to develop and implement process evolution as new technology solutions are rolled out for Portfolio Managers. Engage Wealth Technology and Compliance, among others, to ensure a compliant, efficient and scaleable process is designed, developed and implemented.

The primary responsibilities for this role include, but are not limited to:

  • May chair the Portfolio Management Review Committee (PMRC), the internal governing body of the PMP that is tasked with development and review of program policies and procedures, as well as ensuring that oversight is taking place in accordance with IIROC requirements.
  • Assume responsibility for the supervision of the TD Privately Managed Accounts Program, including the quarterly account oversight review of all households in the TD Privately Managed Portfolio Program to ensure that each managed portfolio conforms to CIRO regulations, program guidelines and aligns with the stated Investment Policy Statement.
  • Undertake regular spot checks on the daily and quarterly review process to ensure that delegated supervision tasks are being adequately performed.
  • Review for approval (or decline) all new PM applications. SPM is the final approver and holds veto over new Advisors permitted entry to the PMP.
  • Coach program applicants on the preparation of an acceptable PM application.
  • Coach PMs on investment portfolio construction, as required.
  • Remove from “under supervision” as defined by CIRO, those PMs deemed to be managing prudent portfolios on behalf of their managed clients.
  • Review and aid in resolving any issues that are escalated as part of the daily and quarterly review process as prescribed by the program guide.
  • Co-ordinate discussion among appropriate members of the PMRC on any new issues, or questions, or requests for process changes that may arise from time to time with a view to fostering robust discussion and formulating new policies as appropriate.
  • Act as a key resource and subject matter expert for all issues pertaining to this program.
  • Participate in and provide input into any development within the program; from program enhancements, to testing, and implementation.

Key Interactions

The following internal interactions constitute an integral part of this position:

  • Direct report to the Senior Manager.
  • Branch Managers, Regional Managers, Investment Advisors, Portfolio Managers.
  • May back-up the chair of the Portfolio Management Review Committee, composed of senior management and executive representatives from Wealth business, risk and compliance.

Qualifications / Skills / Experience:

  • CIRO licensed as a Supervising Portfolio Manager
  • Superior oral and written communication skills
  • Strong problem-solving and decision making skills with ability to effectively communicate with senior managers and executives.
  • Proficiency in MS Office Excel and Access is a benefit.
  • Demonstrated ability to build strong collaborative business relationships
  • Well organized, and able to execute well in a multi-task environment
  • Retail portfolio management experience is desirable

Specific Educational Requirements / Accreditations:

  • CIRO licensed as a Supervising Portfolio Manager / Designated Supervisor
  • University degree required, in business or related field preferred
