Job Summary:

The Municipal Licensing and Standards (MLS) Division supports the City of Toronto by providing bylaw administration and enforcement services, including targeted strategies to address graffiti, noise, business inspections, parks regulations and animal services issues, as well as business licensing and permitting, property standards, and animal care, including control, shelter and adoption services. In recent years, MLS has led exciting regulatory work in areas such as: Private Transportation Companies (Uber/Lyft), Short Term Rentals and RentSafeTO apartment building standards. In the role of Business Intelligence (BI) Consultant, you will play a critical role within the Division by supporting these initiatives with accurate and timely reporting and analysis.

Reporting to the Manager of Business Planning Performance and Intelligence, you will help develop and maintain MLS's business intelligence environment. You will consolidate data from a number of internal and external sources, prepare it for analysis, run queries against the data and create data visualizations, BI dashboards and reports to make the analytics results available to business users for operational decision-making and strategic planning.

Major Responsibilities:

  • Implements detailed plans and recommends procedures regarding program specific requirements.
  • Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Maintains Business Intelligence Environment.
  • Creates reports and consults with the Managers regarding data collection findings and recommendations.
  • Develops and designs business and performance measures dashboards.
  • Creates decision support information from operational systems, surveys and third party data sources.
  • Responds to ad hoc information requests through sourcing and reporting the highest quality information possible in a timely manner.
  • Works on research projects and data mining, including trends analysis.
  • Assists with business intelligence program development integrating data that supports performance management, case management, outcome reporting.
  • Supports senior management in the interpretation of performance/outcome data and creates connections between analyses to provide insight into achievements and underperformance at an office, team and caseworker level. Develops performance measures and provides input into measures to support strategic objectives.
  • Develops service standards and performance measures to guide proactive development of new products and/or processes.
  • Develops programs and queries and other data for labour relations and performance related issues. Oversees sensitive data and follows all privacy protocols regarding information storage and extraction.
  • Maintains a data dictionary of all valid, tested and repeatable data constructs, data objects and information products.
  • Develops, implements and applies sound information management standards, procedures and tools to provide consistent, accurate, timely information.
  • Identifies, prioritizes and develops data products suitable for disclosure or contribution to enterprise open data repositories.
  • Develops and produces information publications such as annual reports.
  • Liaises with information providers throughout the City and other service providers and municipalities to develop and share information and data definitions.
  • Liaises with business users and developers to ensure effective communication and addressing production data and application issues.
  • Prepares and delivers presentations, performance measurement and benchmarking reports and data to staff, the public, external agencies, and community organizations.
  • Develops the teams' knowledge base and oversees the continuous learning required in the Business Intelligence field.
  • Provides recommendations that contribute to divisional/City initiatives and the effective use of human/fiscal/IT assets and services that will lead to service efficiencies and optimization of resources.
