Department/Cluster: Bureau Support, Strategy and Planning Division, HA Head Office
Pay: HK$158,552 to HK$182,669 per month (including Monthly Allowance)
Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.
Key Responsibilities
The post-holder will be seconded to the Research and Data Analytics Office, Health Bureau (HHB) with main duties as follows:
- Lead the commissioning of research studies on the population-based health status, disease pattern and burden, and health seeking behaviour to support policy formulation.
- Lead the development and implementation of research translation strategies to effectively reach out to diverse stakeholders, from government bureaux/departments, to research community and the public to facilitate translation of evidence into actions.
- Provide professional input in establishing mechanism to measure outcomes as listed in the Primary Healthcare Blueprint (Blueprint).
- Oversee the conduct of studies or surveys to monitor the progress and evaluate the impacts of public health interventions including recommendations in the Blueprint.
- Provide professional input in applying big data analytics for population health surveillance and research functions.
- Synthesise evidence from various sources and produce high-quality policy briefs and proposals to support policy formulation, implementation and evaluation.
- Lead the enhancement of HHB websites by publishing relevant data/information from data analytics and research studies/surveys.
- Perform other duties as assigned by seniors.
Entry Requirements
- A university degree or equivalent.
- At least 10 years’ post-qualification managerial experience in management function / respective profession / function of the post, of which at least 5 years’ experience is in senior management / professional level (e.g. SEO or equivalent level).
- Good command of both written and spoken English and Chinese.
Preferable Attributes/Exposure
- University degree with medical qualification.
- PhD or Master degree in public health, epidemiology, health sciences or health-related subjects.
- At least 10 years’ post-qualification experience in public health, health services, or health and medical research.
- Experience in working with Government and / or public bodies.
- Strong leadership, critical analysis qualities as well as excellent interpersonal and communication skills.
