Job Summary

Overall responsibility and oversight for directing Engineering Department resources in all construction, inspection, and maintenance activities within Amtrak owned and/or maintained right-of-way including Track, Bridges and Buildings, Signals, and Communications, and equipment to provide continued safe and reliable operation of inter-city passenger, commuter rail and freight trains over the Central Division. Supports the Amtrak business plan on a regional level. Directs engineering matters with federal and state agencies, other railroads, and commuter agencies, engineering contractors, bargaining units and professional, industry and trade organizations. Responsible for all fixed facilities and related appurtenances of Amtrak owned property and property owned by other railroads and maintained by Amtrak within the Central Division for all train operations and integration of project related work. Ensures that maintenance programs and standards are uniformly implemented and controlled across the Central Division. Develops and implements practices, procedures, and inspections for engineering maintenance work. Oversees all aspects of inspection and maintenance reports required by Amtrak and the FRA. Ensures all aspects of the physical plant meet and follow current Amtrak and FRA requirements. Develops an updated condition of the infrastructure in areas of operation that are Amtrak owned.

Essential Functions

  • Supports the Infrastructure Maintenance and Production Services Department by providing leadership, guidance, and direction to the Central engineering employees in all crafts and tasks involved.
  • Drive improvement in safety performance of the Division through effective communication, setting goals, supporting new initiatives that reduce injuries, acknowledging good performance, and identifying opportunities for improvement.
  • Lead and Direct the Deputy Division Engineers and/or Assistant Division Engineers responsible for maintenance of all infrastructure in the Central Division in a manner that ensures a safe and dependable environment for train operations while working within the limitations of the annual operating plan.
  • Responsible to ensure the Deputy Division Engineers and their subordinates have all aspects of their infrastructure meeting or exceeding current Amtrak standards and comply with all relevant regulatory requirements and standards.
  • Lead interface, on behalf of the Deputy Chief, with IPRC, Transportation, and other CAPD groups to integrate maintenance activities, force-account capital renewal work, and 3rd party construction projects to maximize track usage and force-account labor efficiency. Responsible for ensuring infrastructure safety priorities are executed while working to balance those demands against the needs of capital renewal and 3rd party construction priorities.
  • Prioritizes the requests for Capital renewal submitted by division officers and develops final recommendations for the Capital Program that targets investment in critical priorities and drives improvement in the overall safety and reliability of the Division infrastructure within an approved budget.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of training, education and relevant experience
  • 11 years of prior relevant experience required
  • Qualified, or capable of qualifying, in MW-1000, NORAC, RWP, AMT-2, and applicable FRA Rules and Regulations

Preferred Qualifications

  • Bachelor’s Degree in a relevant major. (i.e. Engineering) or equivalent combination of training, education and relevant experience
  • 13 years of prior relevant experience required
  • 8 years of relevant leadership experience
