Department Overview

The Building & Administrative Services Center (BASC) provides a high-level of client service to the UC Office of the President through the strategic management of UCOP’s building portfolio and all related operational activities. Key services provided by the department include managing UCOP owned, leased, and affiliated properties, capital projects, facilities maintenance, space management, event management, sustainability programs and initiatives, and administrative services (mail, moving, parking programs, etc.). In addition, the department plays a leadership role in UCOP business continuity planning and emergency operations planning and management and is responsible for coordinating with other UCOP departments to address these areas of work. The department focuses on providing a work environment that supports all UCOP staff and other users of UCOP’s building space in focused individual work and interactive team-based work to support the mission of the University.

Position Summary

Under the general direction of the Senior Director of the Building and Administrative Service Center (BASC), the Environmental Health and Safety Risk Manager is responsible for developing, implementing, and managing UCOP's Business Continuity, Emergency Management, and Environmental Health, Safety (EH&S) programs to ensure full compliance with federal, state, and University regulations. This role is pivotal in strengthening UCOP's emergency preparedness, business continuity planning (representing up to 80% of the position's primary focus), emergency response, fire safety compliance, and risk mitigation strategies across all UCOP locations, including Oakland, Sacramento, Riverside, Washington, DC, and other satellite locations in California. As UCOP's lead business continuity, emergency management, and EH&S technical expert, this position ensures strict adherence to the National Fire Protection Agency (NFPA) 1660 standard (where applicable), Cal OSHA, the UC Policy on Safeguards, Security & Emergency Management, and requirements established by the Office of the State Fire Marshal. The Environmental Health and Safety Risk Manager proactively enhances compliance, operational resilience, and risk mitigation by conducting comprehensive hazard assessments, developing business continuity and emergency plans, evacuation plans, and related activities, implementing regulatory compliance strategies, and leading employee safety training initiatives. A key function of this role is to ensure organizational readiness for natural disasters, active shooter incidents, power outages, fires, and other critical emergencies by facilitating planning that supports UCOP's ability to prepare for, respond to, and recover from any type of disruption. This role serves in the UCOP's Emergency Operations Center (EOC) when activated. Additionally, the Environmental Health and Safety Risk Manager oversees compliance with the Integrated Pest Management (IPM) Policy, supports fire and life safety programs, and ensures accessibility compliance in emergency evacuations, as mandated by presidential policies and systemwide emergency evacuation requirements. This position operates in a dynamic, fast-paced environment and requires the ability to manage competing priorities effectively. Providing outstanding client service is a core expectation, ensuring that all safety, emergency preparedness, and business continuity programs are executed with a strong commitment to the needs of UCOP staff and building occupants.
