Job Description

Thorben Consulting is seeking experienced and highly motivated Financial Systems Analysts with 3–7 years of experience to provide comprehensive financial management support and technical expertise. This role supports clients in Ventura County, California.

Candidates must possess an active Secret Security Clearance or have previously held a Secret Clearance with the ability to reinstate it. Applicants without this qualification will not be considered.

The ideal candidate demonstrates a strong foundation in financial management principles and a proven ability to analyze budgets, monitor performance, and develop strategic financial recommendations in secure, mission-driven environments.

Eligibility Requirements

Candidates must meet the following criteria to be considered:

  • U.S. Citizenship (required)
  • Active Secret Security Clearance OR prior Secret Clearance eligible for reinstatement (required)

Key Responsibilities

  • Financial Management Support: Deliver direct financial management support to branches, offices, organizations, or departments.
  • Budgeting and Planning: Provide guidance and technical assistance in developing annual budgets, ensuring accuracy, completeness, and compliance with established procedures and regulations.
  • Performance Analysis: Evaluate organizational performance and assess the financial impact of programs and policies.
  • Financial Review: Conduct cost-benefit analyses, assess program trade-offs, and identify alternative funding strategies.
  • Research and Policy Development: Analyze historical and current budgets, research financial trends, and develop policies governing budget formulation and execution.
  • Coordination and Reporting: Coordinate financial activities, manage multiple funding sources, track variances, and prepare executive-level reports.
  • Recommendations and Analysis: Perform financial reporting, develop courses of action (COAs), and provide strategic financial recommendations.
  • Training and Compliance: Deliver training on budget procedures and ensure compliance with financial policies, regulations, and organizational objectives.

Minimum Qualifications

  • Education: Bachelor’s or Master’s degree in Financial Management, Accounting, Finance, or a related field.
  • Experience: 3–7 years of professional experience in financial analysis, financial management, or a related discipline.
  • Skills: Strong ability to interpret and apply financial management principles effectively.
  • Clearance Requirement: Active Secret clearance or prior Secret clearance eligible for reinstatement is mandatory.
