The government has put housing at the heart of its agenda, and the Agency is at the forefront of that commitment with a mission to intervene in the market to ensure more homes are built in areas of greatest need to improve affordability. Homes England will make this sustainable by creating a more resilient and diverse housing market, with a focus on quality.
To help achieve this aim, the government has committed £16 billion of capital to be invested and managed through Homes England Investment Directorate.
The Investment Directorate is evolving into a significantly more powerful and flexible investment arm, reconstituted as the National Housing Bank (NHB). This transition provides not only increased capital to be deployed but also broader powers, more autonomy and a clearer investment mandate, positioning Homes England as a central driver of both housing supply and long-term housing market reform. This includes direct lending, equity investment, guarantees, land assembly and the biggest affordable home building programme in a generation.
The role of the Fund Management team is to govern and allocate the capital available to the housing sector in the most optimal way to ensure the delivery of high-quality homes in well designed places. This will require a full understanding of the risk / reward profile of the capital allocation to ensure deliverability is maximised within standardised approaches to risk weighting/ economic capital.
This team has the appetite and resources to shape the future of housing investment in a fast growing, national organisation with real social purpose, whilst applying robust governance processes around capital allocation.
We will do this through the various interventions the National Housing Bank will offer including Loans, Equity and Guarantees products. These leverage wider investment to achieve outcomes that are a significant multiple of the Agency’s participation.
A bit about the role...
This is a unique opportunity to join the Agency at a pivotal moment in housing delivery and to be part of the establishment of the Agency's Fund Management team. We are looking at significant growth in our investments, across the different products to the regeneration, house building and real estate sector, and have a strong pipeline to progress and the ambition to do more. We are growing the team at all levels and are looking for skilled and passionate professionals to join us.
The post holder will contribute and be responsible for implementing, and overseeing the Bank’s Fund Management capability, including capital governance, capital allocation strategy, portfolio modelling, and regulatory capital reporting. The role ensures robust capital adequacy, optimised capital allocation, implementation of the Virtual Economic Capital model and high-quality capital reporting to Executive and Board stakeholders.
The Head of Fund Management will work collaboratively across NHB business lines, including Loans, Equity, Guarantees, Finance, Risk (including Quantitative Risk Modelling), Operations, and Regional teams. They will provide leadership, embed best-practice fund management disciplines, and support a high-performing culture.

A bit about you...
You will be an experienced fund management, or real estate professional with the ambition to work creatively to improve the affordability and accessibility of housing of all tenures across England.
You will be confident managing stakeholders both internal and external and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do. You will be able to demonstrate that you have experience managing colleagues and demonstrate you can work with others in a collaborative and inclusive way. You will enjoy working in an innovative and engaging way and demonstrate strong negotiating skills.
Additionally, you will have strong financial modelling capability and will be confident assessing capital deployment/allocation and profit/capital optimisation. You’ll show an enquiring mind and a willingness to think laterally and be comfortable constructively challenging colleagues and partners.
