Are you a strategic leader who thrives on building high-efficiency HR infrastructure and driving digital transformation? We are looking for an HR Services Manager to lead the design, improvement, and day-to-day execution of our HR administrative and technical systems.

Reporting directly to the Head of HR, you will ensure our HR operations are scalable, legally compliant, and tech-forward, supporting our company's rapid growth.

Your mission is to bridge the gap between complex legal requirements and seamless employee experiences. You will lead the long-term plan for HR services, ensuring our technical infrastructure (HRMS) and administrative processes are optimized to support our workforce globally.

RESPONSIBILITIES

  • Design and lead the long-term plan for HR services, serving as the owner of our HRMS to optimize talent management, compensation, and reporting.
  • Act as the primary expert on Dutch Labor Law (and ideally US legislation), designing policies and contract frameworks to mitigate risk while maintaining business agility.
  • Project manage the HR operational setup for international entities and office openings, including EOR implementation and relocation/visa processes for international hires.
  • Establish and monitor SLAs for the HR Service Desk to ensure timely support for payroll, benefits, pension administration, and general queries.
  • Identify and implement end-to-end process improvements, leveraging automation and system integrations to eliminate manual intervention across the employee lifecycle.
  • Lead, coach, and develop a team of HR professionals by fostering a culture of ownership, psychological safety, and continuous learning.
  • Manage external HR vendor relationships and contract negotiations while providing leadership with accurate data on personnel costs and workforce trends.

REQUIREMENTS

  • You hold a Master’s degree in HR Management, Business Law, or a related field with 8–10 years of experience in HR Operations and a proven track record in technical HRMS projects.
  • You possess expert knowledge of Dutch and (ideally) US Labor Law and related social security legislation.
  • You anticipate digital innovations and excel at making sense of complex, contradictory information to solve organizational problems.
  • You are professionally fluent in both Dutch and English (written and verbal).
  • You focus on continuous improvement and know the most efficient ways to get things done.
