The Opportunity

We're hiring a Manager, Risk and Governance to play a key role within Group Treasury, responsible for developing, embedding and executing Treasury's risk, compliance and governance framework in line with QBE's Enterprise Risk Management (ERM) Framework.

This is a newly created role, offering a rare opportunity to help shape both the remit and ways of working from the ground up. Based in London, you'll act as the Line 1 risk and compliance partner for Group Treasury teams across North America and Europe, working closely with a counterpart based in Australia who covers Australia and Asia.

Your New Role

This role sits at the heart of Treasury risk and governance, combining hands-on delivery with strategic influence. You'll partner closely with Treasury leadership, Line 2 Risk & Compliance, Audit and key regional stakeholders to ensure risks are clearly identified, well-controlled and appropriately governed.

With significant scope to shape frameworks, processes and standards, this role is ideal for someone who enjoys building, improving and influencing - and who thrives in a collaborative, global environment.

Main Responsibilities:

  • Co-develop and implement a consistent risk, compliance and governance framework for Group Treasury
  • Provide end-to-end advisory support on process and controls design, documentation and implementation
  • Co-lead Risk and Control Self-Assessment (RCSA) workshops and maintain related documentation in ERM systems
  • Support Incident & Issue management, including impact assessment, root cause analysis and remediation oversight
  • Lead third-party risk assessments and ensure compliance with APRA's CPS 230 and EU DORA regulation
  • Manage compliance obligations, including regulatory interpretation, control design and compliance reporting
  • Oversee Treasury governing documents, ensuring timely review, approval and alignment with internal standards
  • Monitor and report on Risk Appetite Statements (RAS) and Key Risk Indicators (KRIs) for Group Treasury
  • Coordinate evidence gathering for control attestations, audits and risk management declarations
  • Facilitate the Group Treasury Risk, Operations and Compliance Committee

Skills & Experience:

  • Background in operational risk, governance, audit or assurance roles
  • Experience working with risk management frameworks, controls and compliance obligations
  • Exposure to Treasury, insurance, banking or financial services environments
  • Background in an insurance or bank Treasury function is a significant advantage, though strong risk, governance or audit profiles will also be considered
  • Excellent communication skills, both written and verbal, including stakeholder-level presentations
  • Strong influencing and relationship-building capability across global teams
  • High-quality analytical and problem-solving skills
  • Proven ability to manage multiple priorities and deliver within tight timeframes
  • Comfortable working across regions, cultures and regulatory environments

Preferred Knowledge & Qualifications:

  • Advanced knowledge of Treasury operations, processes, controls and risk exposures
  • Advanced knowledge of enterprise risk management principles and practices
  • Familiarity with insurance prudential regulations relevant to the Treasury function within the insurance and/or banking industry
  • Understanding of financial markets regulation across the UK, Europe, US and Australia
  • Hands-on experience with ERM systems (RSA Archer preferred)
  • Knowledge of project risk management and continuous improvement methodologies
  • Bachelor's Degree or equivalent combination of education and experience
