Job Description

Duties

  • Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing professional knowledge of mechanical engineering.
  • Plans, programs, budgets, and executes required projects in support of assigned programs. Performs planning and design work for substantial sustainment, modernization, repair, improvement, renovations and construction projects for real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering.
  • Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over in-house labor or construction contractors utilizing a professional knowledge of mechanical engineering and knowledge of other engineering disciplines to ensure overall compliance with project requirements.
  • Provides consulting services and project coordination. Collects data and evaluates factors which affect the application of concepts, principles, theories, and methods required to observe, examine, measure, analyze, map, and describe physical and technical features and phenomena.
  • Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Work may occasionally require travel away from the normal duty station on military and commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license will be required for the position.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Employee must be able to obtain and maintain a secret security clearance as a condition of employment.
  • May act as project liaison with the Army Corps of Engineers or other design agencies as required.
  • May be required to serve on A and E selection boards.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
  • The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Professional and Scientific Positions, Mechanical Engineering Series 0830.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
