What we are looking for:
The ATO Process Engineer is responsible for designing, operating, and continuously improving State Street's enterprise Authorization to Operate (ATO) process, ensuring that application and platform changes meet architecture, security, and operational requirements prior to production deployment.
This role acts as a process and orchestration SME across ATO tollgates, partnering with Enterprise Architecture, Security Risk, Production Management, and application teams to deliver a streamlined, compliant, and developer centric path to production.
Key Responsibilities
ATO Process Ownership & Orchestration
Operate and maintain the end to end ATO process, covering Authorization to Design, Authorization to Develop, and Authorization to Operate phases.
Orchestrate cross functional activities across ADRB, ARB, ISRMP/CATO, and Production Management to ensure timely and complete ATO outcomes.
Act as a primary escalation point for complex or stalled ATO engagements.
Governance & Control Enablement
Ensure ATO workflows enforce enterprise architecture standards, security controls, and operational readiness requirements prior to production release.
Support audit and regulatory expectations by maintaining clear process documentation, defined tollgates, and traceable approval artifacts.
Partner with Enterprise Architecture to ensure architectural findings are addressed before ATO issuance.
Process Design & Continuous Improvement
Analyze ATO demand, cycle time, and bottlenecks to drive process simplification, automation, and standardization.
Lead enhancements to ATO tooling and intake workflows, including use of the Developer Productivity Platform (DPP) and supporting systems.
Drive adoption of preventative and detective controls embedded within ATO rather than manual, ticket based reviews.
Stakeholder Engagement & Enablement
Serve as a trusted advisor to application teams, guiding them through ATO requirements and expectations.
Facilitate ARB / ATO office hours and provide clear guidance on scope, sequencing, and readiness criteria.
Collaborate with architecture, security, risk, and delivery teams to resolve issues efficiently without compromising control objectives.
Metrics, Reporting & Transparency
Define and track ATO KPIs (cycle time, backlog, rework drivers, demand patterns).
Provide regular reporting to ATO leadership and stakeholders on process performance and risks.
Required Qualifications
Bachelor's degree in Information Systems, Engineering, or equivalent experience.
4+ years of experience in technology process engineering, governance, or enterprise delivery roles.
Strong understanding of SDLC, architecture governance, security risk processes, and production readiness.
Proven ability to operate in complex, highly regulated environments.
Preferred Qualifications
Experience working with ATO, ARB, ADRB, ISRMP/CATO, or similar enterprise approval frameworks.
Financial services or large scale enterprise technology experience.
Experience improving or automating governance processes using workflow platforms and developer portals.
Strong facilitation and stakeholder management skills.

Salary Range:
$65,000 - $113,750 Annual
The range quoted above applies to the role in the location specified. If the candidate would ultimately work outside of the location above, the applicable range could differ.
