SUMMARY:
The Procurement and Data Analyst supports agency procurement operations while conducting data analysis and reporting to inform decision-making. This role combines procurement compliance, contract coordination, and data analytics to improve organizational efficiency, transparency, and outcomes.

Procurement Functions
Assist in establishing and maintaining a compliant procurement system, including policies and procedures aligned with Federal, State, and local regulations.
Support development, issuance, and management of procurement documents.
Prepare reports, correspondence, memos, presentations, spreadsheets, and procurement-related materials.
Provide input for policy, procedure, and standards development and revision.
Coordinate bidder conferences (virtual/in-person), including communications with vendors and the public.
Support proposal review processes, evaluations, and preparation of recommendations for contract awards.
Assist in streamlining procurement processes through technology..
Develop dashboards and other reports to assist with performance analysis.
Establish and maintain procurement files and documentation.
Assist in the procurement debriefing processes.
Prepare meeting notices, agendas, and assist with special projects.
Data Analysis Functions
Collect, query, clean, and analyze data using statistical tools and standard methodologies.
Interpret data to identify trends, patterns, and actionable insights to support procurement and organizational decisions.
Prepare technical and non-technical reports, dashboards, and presentations summarizing findings.
Consult with internal and external stakeholders to identify data needs and reporting requirements.
Maintain data integrity by identifying inconsistencies, errors, and gaps.
Develop and implement data standards, quality measures, and reporting procedures.
Support or develop data models, tools, and systems to enhance data collection and analysis.
Assist in establishing best practices for data governance and usage.
Supervisory Responsibilities
This position has no direct supervisory responsibilities but may provide guidance to staff on procurement processes and data-related practices.
Preferred Qualifications
Bachelors degree preferred in Business, Public Administration, Procurement, Data Science, Analytics, Finance, Statistics, or a related field.
Experience in procurement, data analysis, research, or reporting is preferred.
Equivalent combinations of education and experience may be considered.

Procurement Knowledge

Evaluation techniques and procedures
Data and Technical Skills
Statistical analysis, data modeling, and data interpretation
Database concepts, data mining, and segmentation techniques
Proficiency in Microsoft Office (Excel, Word, PowerPoint) and data tools
Ability to w rk with large datasets and generate actionable insights

Strong written and verbal communication skills
Ability to prepare complex reports and technical documentation
Critical thinking and problem-solving abilities

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence; and to effectively communicate with diverse audiences (colleagues, vendors, supplier, landlords, general public).
