Job Description The Product Management Lead (Business Analyst) is responsible for leading product strategy, prioritization, and backlog definition for the Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 modernization program. This role ensures that business goals, regulatory requirements, and Veteran-facing outcomes are translated into clear product direction, user stories, and release plans for Agile delivery teams.

The Product Management Lead plays a critical role in aligning stakeholder priorities, modernization objectives, and delivery execution to ensure VESEE capabilities deliver measurable improvements to Veteran eligibility and enrollment experiences.

  • This position is remote but may require occasional onsite meetings in McLean, VA.
  • You can be based out of following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.

Qualifications And Experience

  • Bachelor's degree in Business, Information Systems, Computer Science, or a related field (Master's preferred).
  • Minimum 8+ years of experience in business analysis, product management, or product leadership roles supporting complex federal IT programs.
  • Experience supporting Eligibility & Enrollment systems, healthcare eligibility workflows, or highly regulated environments preferred.
  • Demonstrated experience leading product backlogs, roadmaps, and prioritization across Agile or SAFe programs.
  • Product strategy and backlog ownership

  • Stakeholder alignment and prioritization
  • Agile release planning and delivery coordination
  • Strong communication, facilitation, and decision-making skills

Product & Business Skills

  • Strong experience translating business goals into product strategy, user stories, and release plans.
  • Proficiency with Jira and Confluence for backlog management and product documentation.
  • Experience with process modeling and product discovery techniques (e.g., journey mapping, workflow analysis).
  • Ability to interpret operational data, system constraints, and stakeholder feedback to inform product decisions.
  • Familiarity with VESEE-related systems and data flows (VES, EDB, IVM, ADR, HL7, Oracle, APIs) is preferred.

Certifications (Preferred)

  • CBAP (Certified Business Analysis Professional)
  • PMI-PBA (Professional in Business Analysis)
  • SAFe POPM, SAFe Agile Practitioner, or equivalent Agile/Product certification

Responsibilities

Product Strategy & Roadmap Leadership:

  • Lead definition and ongoing refinement of product strategy for the VESEE product line in alignment with VA Outcome Roadmaps and modernization goals.
  • Define and maintain product roadmaps and release plans that balance business priorities, regulatory requirements, and delivery capacity.
  • Translate enterprise and program-level goals into actionable product epics, features, and user stories

Backlog Definition & Prioritization

  • Own and manage VESEE product backlogs, ensuring items are clearly defined, prioritized, and sequenced to maximize Veteran impact.
  • Translate policy, regulatory, and operational needs into user stories and acceptance criteria suitable for Agile development teams.
  • Partner with Product Owners and delivery teams to ensure backlog readiness, scope clarity, and alignment with release objectives.

Stakeholder Collaboration & Alignment

  • Collaborate closely with VA stakeholders, subject matter experts (SMEs), and modernization partners to validate needs and priorities.
  • Ensure alignment between business goals, statutory requirements, and technical constraints across legacy and modernized systems.
  • Serve as a primary point of coordination between business stakeholders and Agile delivery teams to ensure modernization outcomes are met.
