Brief Job Description:
Program Financial Analyst performs highly advanced financial analysis, grant, and data coordination for the Behavioral Health Services (BHS) Business Operations Finance Team. Primary duties include overseeing and managing multiple complex state and federal grant programs for Mental Health and Substance Use Services, supporting development for division wide administrative and contractual budgets, grants, reporting, development, and oversight. The position requires a critical eye, solid analytical skills in Microsoft Excel and excellent attention to detail in budgeting and financial analysis work products. Other responsibilities include managing the agencies budgeting system, managing financial infrastructure related to project grants, development of budget coding and contract funding rosters to align with statutory appropriations and funding availability. Provides consultation and expertise to agency program areas on operating budgets and funding policies and processes. Position is accountable for preparing and providing financial and narrative reports and analysis to programs and business operations management. Research technical questions regarding financial and regulatory compliance with applicable state and federal statutes and regulations. Work involves providing highly advanced consultative and technical services related to business operations improvements and management of the BHS program services section, to include the ability to interface with the Local Mental Health Authorities and Substance Use services contracted vendors. Position will work cooperatively with other HHSC entities including contract services, legal services, information services, and other sections reporting to the Deputy Executive Commissioner for Behavioral Health services. Position operates with extensive latitude for initiative and judgment and must be able to perform under minimal supervision. Reports to Behavioral Health Services (BHS) Director of Substance Use and Administrative Finance with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
EJF 1- Coordinates Behavioral Health Services (BHS) expenditures and data within the Health and Human Services (HHS) system and other state agencies financial and budget services, primarily through leading the completion of various statutorily required financial reports. Responsibilities include managing the agencies budgeting system, manage financial infrastructure related to project grants, development of budget chart field coding and contract funding rosters to align with available statutory appropriations, funding requirements i.e. grant set-asides, administrative caps, maintenance of efforts, performs administrative roles as budget approvers for contracts/requisitions, policies, and processes and working with program areas to create and monitor operating budgets. Collects and analyzes financial data from HHS and non-HHS agencies to complete internal and external financial information requests. Perform ongoing qualitative and quantitative analyses as it relates to evidence-based practices for BHS including development of financial spreadsheets and analysis for federal or state reporting. EJF 2 - Creates and oversees the preparation of financial presentations and narratives for agency executives. Assists with special financial and BHS related studies and projects and works cross departmentally in preparing analyses. Formulate financial models to simulate anticipated financial performance as a result of changes in laws, regulations, policies, and procedures.
