Project Manager, Data Analytics Compliance

The Project Manager, Data Analytics Compliance will lead business analysis and project management activities for data, analytics, and compliance‑related initiatives. This role supports the Authority’s digital transformation by ensuring that data‑enabled solutions are delivered effectively, meet business needs, and comply with internal governance and regulatory requirements. The position requires strong leadership, business‑technology alignment, and experience managing complex IT and data projects from concept to implementation.
Responsibilities
- Leading and overseeing business analysis activities across multiple IT and digital transformation projects.
- Acting as the strategic partner to business units, understanding their priorities, and shaping technology solutions that support organisational goals.
- Facilitating high‑level workshops and discussions to analyse business processes, uncover improvement opportunities, and define future‑state workflows.
- Gathering and analysing compliance requirements to ensure clarity, completeness, and proper integration into project deliverables.
- Translating business objectives into comprehensive technical requirements and solution specifications that guide IT architects, engineers, and vendors.
- Providing leadership in developing business cases, solution options, feasibility studies, and recommendations for senior management decision making.
- Govern the end‑to‑end requirements lifecycle and ensure alignment, traceability, and quality throughout the project delivery process.
- Working with IT, security, and compliance teams to ensure transformation projects comply with internal policies and external regulations.
- Leading tender preparation, including drafting functional specifications, evaluation criteria, and contractual requirements.
- Driving and managing vendor evaluation, negotiations, and performance to ensure successful delivery of services and solutions.
- Performing any other duties from time to time as reasonably assigned by the Authority.
Qualifications
- Possess a Bachelor’s degree in Computer Science, Information Technology, Business Information Systems, or related disciplines.
- 7–10 years of progressive experience in IT business analysis or digital transformation.
- Strong ability to work with senior stakeholders, influence decision making, and align cross‑department expectations.
- Proven track record in leading requirement definition for large‑scale or multi‑departmental IT initiatives.
- Solid experience in process analysis, workflow design, solution evaluation, and project delivery governance.
- Experience in tendering, procurement, vendor management, and contractual evaluation.
- Excellent communication, presentation, and facilitation skills in both English and Chinese.
- Ability to navigate ambiguity, manage multiple priorities, and lead teams in a fast‑paced environment.
