JOB SUMMARY

We are seeking a Regional Commissioning Manager to lead and support commissioning activities across multiple projects in the APAC region. This role works closely with on‑site commissioning teams, delivery teams, Key Account Project Managers, and the Centre of Excellence (CoE) Lead to ensure projects are delivered in accordance with client expectations, technical standards, procedures, timelines, and commercial objectives.

The role requires strong leadership, technical expertise in MEP commissioning, and the ability to manage complex, multi‑stakeholder environments while driving consistency and best practices across the region.

JOB DUTIES & RESPONSIBILITIES

Project & Client Support

Support the preparation of project proposals, including technical, commercial, logistics, and financial inputs.

Work closely with Key Account Project Managers to support strategic accounts, project planning, execution alignment, and client satisfaction.

Participate in client meetings and proactively address project issues to ensure appropriate solutions and optimal business outcomes.

Act as a technical and commissioning interface between clients, internal teams, and external stakeholders.

Commissioning & Technical Leadership

Oversee the testing and commissioning process for mechanical, electrical, and building services systems, ensuring compliance with design intent, specifications, and contractual requirements.

Develop, review, and implement commissioning plans, checklists, procedures, and performance testing protocols.

Provide expert technical advice, coaching, and guidance to delivery and commissioning team members.

Support the CoE Lead in driving standardization, best practices, continuous improvement, and technical excellence across the region.

Project Management & Coordination

Handle quantity surveying–related activities, including resource planning, in‑process inspections, and progress tracking.

Coordinate effectively with internal departments and external consultants, contractors, and authorities.

Manage quality assurance and quality control processes throughout the project lifecycle.

Compile and review technical documentation, commissioning records, and final reports.

Prepare and submit regular status, progress, and risk reports to management and clients.

Compliance & Governance

Ensure full compliance with local statutory and regulatory requirements, including relevant Government departments (e.g. Construction Bureaux, Quality Bureaux).

Ensure consultancy and project management services adhere to applicable local codes, standards, and regulations across APAC markets.

Regional & Capability Development

Support regional initiatives led by the Centre of Excellence (CoE), including capability building, knowledge sharing, and technical governance.

Contribute to the development of commissioning methodologies, tools, and templates to enhance consistency and efficiency across projects.

REQUIREMENTS AND SKILLS

Knowledge

  • Degree or above in Mechanical / Electrical / Building Services Engineering or equivalent.
  • Strong command of spoken and written English, Cantonese, and Mandarin.
  • Proficient in MS Office applications, including Word, Excel, and Project.

Experience

  • Minimum 10 years of relevant testing and commissioning experience, with at least 5 years at a managerial level (candidates with slightly less experience may also be considered).
  • Solid understanding of MEP system design, installation, testing, commissioning, and project management.
  • Experience working on projects across the Asia Pacific region is an advantage.
  • Professional qualifications such as MHKIE, MCIBSE, or equivalent are an advantage.
