SBA Portfolio Manager

The SBA Portfolio Manager is responsible for the ongoing risk management, servicing support, and credit stewardship of a portfolio of SBA loans. This role monitors portfolio health, ensures adherence to SBA program requirements and Bank credit policy, manages annual reviews and covenant compliance, identifies emerging risk, and supports borrower relationship maintenance in partnership with SBA Business Development Officers (BDOs), Regional Managers, Relationship Managers, and Credit Administration.

In addition, the SBA Portfolio Manager supports underwriting as needed by completing credit analyses, spreading financials, preparing credit memoranda, and providing recommendations consistent with SBA SOP requirements and Bank policy.

Essential Duties and Responsibilities

  • A) Portfolio Management / Credit Administration
  • Manage an assigned portfolio of SBA loans to ensure sound credit quality, timely monitoring, and proactive risk identification.
  • Perform annual reviews / periodic credit reviews including cash flow, global debt service, leverage, liquidity, collateral trends, guarantor strength, and industry/market considerations.
  • Monitor and track financial reporting requirements, covenant compliance, borrowing base (if applicable), and exception reporting; follow up with borrowers and internal partners to obtain missing items.
  • Identify early warning signals (past dues, declining performance, covenant breaches, deposit attrition, adverse news, tax liens, UCC changes, etc.) and recommend risk mitigation strategies.
  • Prepare watchlist/criticized asset support: risk rating change recommendations, action plans, and documentation for Special Assets/Credit leadership as appropriate.
  • Support renewal/extension requests, modifications, assumptions, and other servicing actions by analyzing credit impact and documenting rationale.
  • Collaborate with SBA Operations/Closing/Servicing to ensure post-close compliance items are tracked and resolved (insurance, taxes, lien perfection, collateral inspections, etc.).
  • Maintain accurate portfolio documentation and monitoring ticklers in the Bank's core/loan system and credit file repositories.
  • Participate in audits/exams support (internal audit, loan review, regulatory exams), responding to findings and ensuring corrective actions are implemented.
  • B) SBA Underwriting Support
  • Underwrite SBA loans when needed based on volume, staffing, escalations, or complex requests:
  • Spread and analyze borrower/guarantor financial statements and tax returns.
  • Prepare credit memos with global cash flow, repayment capacity, collateral evaluation, management assessment, and policy/SOP compliance.
  • Conduct sensitivity analysis and identify structural risks (term, amortization, collateral shortfall, guarantor support, concentration risk).
  • Recommend risk grades, loan structure, and conditions/controls.
  • Ensure underwriting aligns with current SBA SOP, eligibility rules, and program requirements (7(a), 504 as applicable), while also adhering to Bank credit policy and risk appetite.
  • Partner with BDOs/RMs to structure deals appropriately and set clear conditions prior to approval and closing.
  • C) Stakeholder Partnership & Service
  • Serve as a key point of contact for internal teams (BDOs/RMs, Credit, Closing, Servicing, Deposit Ops) regarding portfolio questions, borrower financials, and credit actions.
  • Provide clear, professional communication to borrowers and internal partners regarding financial requirements, covenant performance, and follow-up needs.
  • Contribute to continuous improvement of SBA portfolio monitoring tools, templates, tickler systems, and reporting.
  • D) Compliance / Policy
  • Maintain working knowledge of SBA SOP guidance and Bank policies to support consistent, compliant credit decisions.
  • Ensure documentation and analysis meet Bank standards and support safety & soundness expectations.
  • Comply with all Bank policies, procedures, and applicable laws/regulations (BSA/AML awareness, Fair Lending, Information Security, Anti-Money Laundering Act, etc.).

  • Support internal and external audits by preparing project documentation and ensuring controls are audit‑ready.
