Your Team:

The Office of Policy and Strategy (OPS) leverage its expertise to guide and support HPD and its many Offices in their efforts to deepen their impact, optimize their efficiency, and become more data-driven, climate-adaptive, and mission-focused. As part of OPS, the Division of Strategic Operations and Analytics (SOA) works to increase HPD's impact by analyzing and improving operations agency-wide. SOA does this by clarifying HPD program missions, objectives, and stakeholders; implementing initiatives that advance HPD's goals; analyzing data to deliver actionable insights to HPD programs; and increasing the agency's overall ability to leverage data.

Your Impact:

As a Senior Data Analyst on the Data & Program Analytics (DPA) team within SOA, you will manage impactful analytic projects and initiatives to support HPD’s mission to provide secure and safe affordable housing in New York City. You will work in close partnership with HPD leadership and staff, including analytics team colleagues.

Your Role

Reporting to the Executive Director, you will take initiative and apply advanced analytical skills to harness data in ways that strengthen program operations and maximize the impact of HPD’s housing programs, particularly related to affordable housing strategic preservation. Projects may include analyzing program interventions to preserve and stabilize housing quality, developing/maintaining dashboards to help program teams monitor operations and building distress, and using administrative data to support the design and refinement of affordable housing preservation and stabilization programs.

Your Responsibilities:

  • Lead in-depth analytic projects and use data storytelling to communicate insights that inform housing program performance and design
  • Gather, prepare, and merge large datasets from disparate data systems to analyze agency programs.
  • Support data-driven program operations by providing technical assistance to program staff on using data-driven management tools.
  • Develop reports and dashboards to guide program design, operations, and performance evaluation, including:

o Conducting in-depth analyses on HPD housing programs, with a focus on outputs, efficiency, and impact.

o Providing data-driven recommendations informed by engagement with program staff, senior managers, and other stakeholders.

  • Manage special projects that analyze complex programmatic, policy, and operational challenges related to HPD’s strategic preservation programs and initiatives.
  • Respond to data requests from programs, senior management, and external stakeholders, ensuring timely and insightful analysis.

Preferred skills

  • Enthusiastic about using data to improve government operations and policies, with a willingness to learn new tools.
  • Advanced ability to manage and analyze large datasets using programming languages such as Python, SQL, R, or Stata.
  • Strong ability to synthesize complex ideas and communicate them effectively through writing, presentations, and visualizations.
  • Meticulous attention to detail, with the ability to independently validate data integrity and analysis results.
  • Strong interpersonal and communication skills; a collaborative team player who can also drive projects forward independently.
  • Solid understanding of statistical methods and the ability to apply sound statistical techniques to quantitative research.
  • Passion for and willingness to learn about housing issues relevant to New York City.
  • Knowledge of geographic information systems (GIS), including geocoding and spatial analysis using ArcGIS or similar tools, is a plus.
