Job Description

The Senior Electrical & ICA (Instrumentation, Control and Automation) Engineer will support the Resident Engineer in supervising, coordinating, and inspecting all electrical, control, and instrumentation works for stormwater drainage systems, pumping stations, and microtunneling facilities. The role ensures that all systems are installed, tested, and commissioned in full compliance with approved designs, specifications, and RTA/DM standards while upholding AECOM’s commitment to quality, safety, and timely delivery.

Key Responsibilities

  • Supervise, monitor, and coordinate all electrical and ICA works related to stormwater networks, pumping stations, and associated infrastructure.
  • Review and approve contractors’ electrical/ICA shop drawings, material submittals, method statements, and test plans for compliance with contract specifications.
  • Develop and implement QA/QC procedures for electrical and ICA installations, including inspection and test plans (ITPs) and commissioning checklists.
  • Conduct inspections and witness testing for cable installations, switchgear, transformers, MCCs, control panels, instrumentation systems, SCADA, and telemetry equipment.
  • Verify loop checks, control logic, PLC programming, and system integration with SCADA networks.
  • Ensure compliance with IEC, IEEE, NFPA, DEWA, and RTA standards and with project‑specific design criteria.
  • Coordinate interfaces between electrical, mechanical, and civil disciplines to ensure proper sequencing and integration of services.
  • Monitor contractors’ progress and report deviations, risks, and corrective actions to the Resident Engineer.
  • Support testing and commissioning activities, including FATs/SATs, energization, and handover documentation.
  • Review and verify as‑built drawings, operation & maintenance manuals, and training documentation.
  • Provide technical guidance and support for design queries, RFIs, and change requests from the contractor.
  • Enforce strict HSE compliance, particularly during electrical isolations, confined‑space work, and energization procedures.
  • Assist in evaluating progress claims, variation proposals, and technical submittals.
  • Mentor junior engineers and inspectors, promoting best practices in quality assurance, documentation, and safety.

Experience Requirements

  • Minimum 15 years of post‑graduate experience in electrical and instrumentation supervision for stormwater, sewerage, or pumping‑station projects.
  • Proven expertise in LV power systems, control systems, instrumentation, SCADA integration, and pumping‑station automation.
  • Experience with cabling networks, motor control centers, surge protection, and standby power systems.
  • Familiarity with telemetry and control integration for stormwater infrastructure and interface management across disciplines.
  • Solid UAE experience, particularly within Dubai, with demonstrated knowledge of RTA and DM project requirements.
  • Ability to lead supervision activities, resolve technical issues, and ensure full compliance with quality and safety standards.

Qualifications

  • Bachelor’s Degree in Electrical Engineering, Instrumentation, or Control Engineering (Master’s Degree preferred).
  • Professional membership or certification (e.g., CEng, IEEE, IEE) is an advantage.
  • Comprehensive understanding of Dubai Authority standards (RTA, DM, DEWA, DU, Etisalat).
