Job Description:
Job Summary
The Process / Commissioning Engineer will work under the supervision of the Resident Engineer and Project Manager as part of the construction supervision team on major STP, pumping station, and wastewater infrastructure projects in Dubai. The role focuses on the process, testing, and commissioning aspects of mechanical, electrical, and ICA (Instrumentation, Control, and Automation) systems, ensuring compliance with design requirements, performance specifications, and local authority standards. The successful candidate will oversee and coordinate all commissioning activities to ensure the successful start-up and handover of the facility.
Job Duties
- Design and Supervise process and commissioning activities for STPs, pumping stations, and associated infrastructure, including process systems, mechanical equipment, electrical works (MV/LV), and ICA systems.
- Oversee installation, testing, and commissioning of SCADA systems, PLCs, control panels, field instrumentation, and telemetry systems.
- Verify functional testing, performance testing, and plant start-up in line with contractual and operational requirements.
- Review and comment on contractor submissions, including shop drawings, commissioning plans, method statements, ITPs, O&M manuals, and FAT/SAT reports.
- Coordinate and witness factory acceptance tests (FAT) and site acceptance tests (SAT) for key process and ICA equipment.
- Ensure compliance with Dubai Municipality, DEWA, and other applicable authority standards for process, electrical, and ICA systems.
- Work closely with the contractor to develop and implement commissioning schedules, ensuring integration between civil, mechanical, electrical, and process disciplines.
- Review process control philosophies, P&IDs, and operating sequences to ensure correct system configuration and functionality.
- Lead troubleshooting during pre-commissioning and commissioning stages, recommending corrective measures as required.
- Monitor progress of commissioning activities, provide status updates to the Resident Engineer/Project Manager, and highlight any risks or delays.
- Review and verify as-built documentation, including commissioning records and performance test results.
- Mentor and guide junior engineers and inspectors in process and commissioning supervision.
- Maintain strong liaison with the client, contractor, suppliers, and other stakeholders to ensure smooth coordination and successful project delivery.
Qualifications:
Minimum Requirements:
- Bachelor’s Degree in Process Engineering, Mechanical Engineering, Electrical Engineering, Mechatronics, or Control Systems from a recognized university.
- Minimum 15 years of relevant experience in the design, construction, and commissioning of STPs, rising mains, pumping stations, and wastewater infrastructure
- Proven experience in process operations, testing, and commissioning of treatment plant equipment and ICA systems.
Preferred Qualifications:
- Strong knowledge of STP process design, pumping systems, and water/wastewater treatment technologies.
- Familiarity with SCADA integration, PLC programming principles, and instrumentation calibration.
- Strong understanding of health, safety, and environmental (HSE) requirements for commissioning works.
- Good knowledge in Biowin model.
- Excellent written and verbal communication skills in English.
- Strong computer skills, including Microsoft Office Suite and scheduling software (Primavera preferred).
- Proven leadership skills with the ability to make sound engineering decisions under pressure.
