The Opportunity

WSDOT is seeking a Senior Project Controls Engineer (TTE) to serve as a senior-level lead for Project Management and Controls (PMC) in the Northwest Region, based in Seattle, WA. This position plays a key role in advancing consistent, effective project delivery practices by supporting the implementation and continuous improvement of project management and control systems. In this role, you will lead regional efforts to integrate established project management practices with evolving statewide direction. You will work collaboratively with headquarters, project offices, and regional specialty groups to implement, adapt, and sustain project management systems that support successful project delivery across the region.

This position serves as a technical resource and subject matter expert in project controls, helping ensure alignment, consistency, and accountability in project delivery practices. Your work will directly contribute to strengthening project management capabilities and supporting the long-term sustainability of project management and controls within the Northwest Region.

What to Expect

Among the varied range of responsibilities held within this role, the Senior Project Controls Engineer (TTE) will:

  • Establish, implement and adapt project management and controls standards, procedures, tools, and expectations for the Northwest Region.
  • Lead project management and controls functions for Northwest Region.
  • Develop regional project management and controls strategies, standards, and expectations.
  • Provide technical direction for advancing regional goals in Project Management and Controls.
  • Make or recommend technical decisions that affect the entire Northwest Region.
  • Provide project management and controls quality assurance
  • Establish, monitor, and enforce regional project management and controls policies, practices, and quality metrics.
  • Partner with teams to plan and implement work plans to include risk management, workforce, cost estimating, real estate acquisition, environmental process and permits, and technical execution of work.
  • Build stakeholder engagement and implement process improvements through collaborative analysis, relationship-building, and structured change management.
  • Provide project management and reporting system administrative support
  • Develop and continually improve decision quality data reports to support the delivery of Northwest Region Highway Construction Program.

Qualifications

To be considered for this opportunity, the following are required:

  • Project Management and Controls Expertise: Demonstrates advanced proficiency in project management and controls practices, including scheduling, budgeting, and performance tracking.
  • Project Controls Systems and Business Processes: Demonstrates expert knowledge of project management and control business processes used in the delivery of capital construction projects. Integrates best practices to support consistent, efficient, and accountable project delivery.
  • Scheduling and Cost Control: Demonstrates expert knowledge of project scheduling methodologies, including critical path method, cost control techniques, and earned value management.
  • Construction Contract Management and Documentation: Demonstrates advanced knowledge of construction contract administration and documentation controls, including experience with electronic construction contract administration systems. Ensures compliance with established standards and supports accurate and complete project records.
  • Engineering Technology and Systems Proficiency: Demonstrates advanced proficiency in project controls and collaboration tools, such as Primavera P6 Professional, Primavera P6 EPPM, Primavera Unifier, SharePoint, or similar systems. Uses these tools to support planning, tracking, reporting, and information management.
  • Data Analysis and Decision Support: Demonstrates expert ability to collect, consolidate, transform, and analyze complex data from multiple systems using tools such as Power BI, Oracle Analytics Publisher, Excel, or similar platforms. Uses data insights to support informed decision-making and improve project outcomes.
  • Communication and Technical Translation: Communicates complex technical and project management information clearly and effectively, both verbally and in writing. Translates engineering and project controls processes into information that is accessible to diverse audie
