Job Purpose
The Vice President, Operational Risk Management, within the CBG SG COO Office, is responsible for driving effective operational risk management. This involves establishing and maintaining a consistent operational risk control framework, leveraging data analytics, and participating in risk governance forums and improvement programs across all operational functional levels.
Key Responsibilities
- Operational Risk Management & Control
- Policy and Standards Adherence: Ensure compliance with the principles and controls outlined in the Core Operational Risk Standard (CORS) and other relevant corporate operational risk policies, standards, and guides across CBG Singapore. You will be responsible for understanding and adhering to the Group Operational Risk Management Policy.
- Risk Identification & Assessment: Proactively identify operational risks within CBG Singapore's operations and determine appropriate responses, taking into consideration risk criticality and control measures. This includes managing risks in new products and services, ensuring legal and regulatory compliance, and managing third-party arrangements.
- Control Effectiveness: Monitor and assess the effectiveness of internal controls. Where control gaps exist, ensure proper documentation of justification and compensating controls, and track them in the Group-wide Operational Risk Management System (ORMS/eGRC).
- Incident Management: Oversee the escalation, management, and reporting of operational risk incidents in accordance with the Incident Management Policy and Standard. This includes ensuring timely reporting of significant incidents and performing root cause analysis to prevent recurrence.
- Risk Reporting: Prepare and present regular reports on the operational risk profile of CBG Singapore to management and relevant risk committees, including the Group Operational Risk Committee (GORC), with recommendations on appropriate risk mitigation strategies.
- Change Management: Ensure that changes such as new initiatives, operational processes, system changes, operating models, or organizational changes are properly managed and controlled, with associated risks assessed.
- Leadership & Culture
- Risk Culture: Drive and embed a strong risk culture within CBG Singapore, promoting risk awareness, and ensuring that employees understand their roles and responsibilities in managing risk.
- Advisory and Guidance: Provide advice and independent inputs to Business Units/Support Units (BUs/SUs) on operational risk management within CBG Singapore.
- Stakeholder Engagement: Collaborate effectively with various stakeholders, including Unit Operational Risk Managers (UORMs), Group Legal, Compliance & Secretariat (LCS), Group Audit, and other corporate oversight and control functions.
Qualifications
Education & Experience
- Bachelor's degree in Business Administration, Finance, Risk Management, or a related field.
- Proven experience in operational risk management within the banking or financial services industry, with a focus on consumer banking.
- Demonstrated experience in a leadership or senior specialist role (e.g., AVP or equivalent).
Technical Skills
- Strong understanding of operational risk management principles, frameworks, and regulatory requirements (e.g., MAS guidelines).
- Proficiency in risk assessment methodologies (e.g., RCSA) and tools (e.g., eGRC/ORMS).
- Knowledge of incident management, business continuity planning, and third-party risk management best practices.
- Familiarity with data analytics and its application in operational risk management.
- Understanding of financial products and services within consumer banking.
