We center racial equity and social justice in all we do.HSD’s Data, Performance, and Evaluation (DPE) Team seeks a temporary Senior Data Analyst to support the City’s response to addressing homelessness.We’re looking for someone who can apply race and social justice principles to lead the department's: Data: Lead cross-system data standards and improvements across homelessness systems—HMIS, GIS, the Navigation App—and maintain high-quality dashboards, automate key workflows, and ensure accurate, equitable, and transparent data for decision-making.Performance: Ensure development of meaningful performance measures for shelter surge efforts and support staff and partners in using shared tools and standards, ensuring data reflects real service conditions.Evaluation: Scope and deliver complex analyses using deep homelessness systems expertise and provide clear, actionable insights for leadership and City partners with documented, reproducible methods and responsible interpretation guidance.This position will report to the Data and Performance Manager and will work alongside other Senior Data Analysts and a range of other department personnel supporting homelessness efforts. EXAMPLE OF DUTIES
Homeless Services ExpertiseApply deep homelessness response knowledge (including HMIS and related systems) to design meaningful performance measures, guide analysis, and shape data strategies that reflect real service conditions.Represent HSD’s data and analysis needs in cross-department efforts (such as the Unified Care Team) and with external partners (including KCRHA and contracted providers) to ensure data use aligns with operational realities, equity goals, and shared standards.Leverage deep context on homelessness systems, standard performance measures, and local policy history to lead data problem-framing, set analytical standards, and guide cross-department decisions that rely on accurate, interpretable, and actionable data.Project Scoping, Planning, and GovernanceServe as project manager or lead for HSD on high-complexity systems, design, and implementation efforts, including the multi-phase Shelter Inventory project being led by KCHRALead projects with multiple deliverables and dependencies; track risks, contingencies, and cross-team workflows to ensure on-time, accurate delivery of data products and analyses.Support the shelter surge work by establishing the programs in HMIS, ensuring performance measures are included in contracts, establishing the tools needed to track those measures, closely coordinating with the HSD Contracts team on monitoring, and actively reviewing data as it comes online.Data Quality, Validation, and AssuranceLead reconciliation across multiple complex sources (HMIS, GIS, Navigation App, ChatBox) and make limitations clear to partners.Identify patterns in data quality issues and drive improvements by updating processes, standards, training, or tools in collaboration with internal and external teams.Provide oversight of data quality for key homelessness datasets, including leading cleanup and alignment efforts (e.g., shelter decline reporting, contracted outreach, NavApp–GIS consistency) and establishing QA processes that support accurate reporting.Data Management and System SupportManage and improve databases (HMIS,GIS, Navigation App, ChatBox) and analytic systems in coordination with IT or vendors, addressing system dependencies, security, and performance.Serve as the primary technical advisor on data structures related to (HMIS and Navigation App) and system design and proactively identify opportunities for enhancements.Design standardized provider reporting templates and processes across programs to ensure consistency, comparability, and timeliness of data. Work with divisions to ensure effective, timely collection of reports.Data Visualization, Reporting, and AutomationUpdate and maintain advanced dashboards and reporting tools that make complex data easy to understand and lead cross-division conversations to support shared use, interpretation, and adoption of these tools.Establish practical standards for how dashboards, visuals, and reporting should look and function; create reusable pieces that can be used across projects.Proactively identify upcoming needs; recommend where automation or improvements will make the biggest difference for day-to-day work.Applied Analysis and InterpretationScope complex analyses with multiple data sources and stakeholders; set clear expectations for method selection and analytical validity.Le
