The Defence Nuclear Organisation (DNO) is responsible for the provision of the nuclear deterrent, encompassing our submarines and nuclear warheads, while also advising on UK nuclear planning and fostering international co-operation on nuclear matters. With a multidisciplinary team of over 700 professionals, the DNO brings together expertise in science, engineering, finance, policy, programme delivery, and more. We work in partnership with the Royal Navy, the Submarine Delivery Agency and the Atomic Weapons Establishment as the Defence Nuclear Enterprise (DNE).

Within DNO, The Warhead Group Leads The UK Nuclear Warhead Programme Which Provides a Stockpile Of Reliable, Safe And Effective Nuclear Warheads To Support The UK’s Strategic Nuclear Deterrent Now And In The Future. This Post Sits Within The Warhead Portfolio Integration Deputy Directorate (PIDD) Which Drives Warhead Delivery Through a Portfolio Led Approach. PIDD Comprises Three Pillars

  • Governance, Reporting and Insights which runs key Warhead governance forums, collates board-level performance and generates portfolio performance/delivery insights about the health, risk, opportunity, and overall balance of the portfolio.
  • Planning and Control which ensures Warhead Group operates with a cohesive and strategic approach, aligning activity across the portfolio to enable effective delivery. It oversees change control and investment approvals and assurance for the Warhead Portfolio.
  • Integrated Demand Signal which coheres and co-ordinates Warhead demand into our Delivery Partners. It provides the Warhead strategic optioneering function which coheres and informs the Warhead view of portfolio balance.

This is an exciting time for PIDD with great opportunities to contribute to a Defence priority. The team delivers through and for others, has strong exposure to senior leaders and works closely with our primary delivery partner, AWE. We are on a journey to embed the recent Warhead Operations Model Change Programme, you will need to be comfortable with uncertainty, able to persevere through change, manage fast paced tasking and work across boundaries.

SEO Portfolio Risk will be responsible for managing portfolio risks and assuring WHG compliance with risk policy and processes.

This position is advertised at 37 hours per week.

Job Description

This is an opportunity to work across the Warhead Group Portfolio, develop the Integrated Demand Signal and clear requirements into AWE and the wider nuclear enterprise.

The Portfolio Risk SEO role needs to develop strong working relationships with delivery teams across this complex portfolio, building their commitment to providing high-quality, timely information on their performance and their risks. Understanding of the Nuclear Weapons programme is critical to building an understanding of the impact of decision making across the portfolio, and the importance of timely decision making to support portfolio delivery.

This C1/SEO role is responsible for the identification, management, analysis and reporting of portfolio risks, linking across the Integrated Demand Signal function to understand the impact of strategic options.

  • Provide assurance that 4th Order Assumptions are risk assessed, portfolio risks are identified, resourced and mitigated as necessary. This supports strategic decisions of options and alignment to policy requirements.
  • Ensure vertical coherency with Capability, Programme and Defence Nuclear Enterprise. Regularly collaborate with colleagues across the Defence Nuclear Enterprise in risk reviews, representing the Nuclear Weapons Enterprise and driving collaborative activity at the strategic level. Apply Nuclear Weapons subject matter expertise in the regular reviews to identify incoherence between risks and other Integrated Demand Signal artefacts (requirements, assumptions and dependencies).
  • Maintain a portfolio risk register which is monitored, reported and escalated as required, ensuring the information is classified appropriately and protect WHG risks and vulnerabilities. This supports sound judgement and decision-making in the Defence Nuclear Enterprise.
  • Ensure portfolio change is risk assessed.
  • Maintain risk policy and processes and support programme teams’ compliance against these.

As a member of the Defence Nuclear Organisation and in Warhead, participate in and/or manage on corporate projects as and when required to support the Defence Nuclear Organisation business objectives.
