Position Description

The Business Analyst plays a key role in the Agile development team for the FSA Identity and Access Management (IAM) modernization project. This position works closely with the FSA Product Owner and stakeholders to understand business needs, translate them into clear requirements, and support the delivery of valuable features through Agile sprints.

The Business Analyst regularly collaborates with the government Product Owner, FSA stakeholders, and the development team to plan work, provide feedback on requirements, and help prioritize the product backlog. They conduct discovery and user research using Human-Centered Design (HCD) practices to understand user needs and help define the scope for each sprint. The role supports Agile Project Management by contributing to lean thinking, flexibility, and continuous improvement while ensuring rapid and reliable delivery. They help define and refine user stories and tasks, ensure work meets the FSA Definition of Done, and assist in packaging completed stories into releasable features. Additional responsibilities include supporting change request processes, managing and documenting IAM change requests, and helping coordinate proofs of concept and project activities to keep development aligned with FSA priorities.

Required Qualifications

  • Strong ability to gather, analyze, and document business and user requirements
  • Excellent communication and collaboration skills with both technical and non-technical stakeholders
  • Experience working in Agile environments (Scrum or SAFe preferred)
  • Skilled in writing clear user stories, acceptance criteria, and backlog prioritization
  • Good understanding of Human-Centered Design and user research techniques
  • Analytical thinking and problem-solving abilities
  • Attention to detail and strong organizational skills
  • Proficiency with Agile tools such as Jira or similar
  • Ability to manage change requests and support project documentation
  • Team player who thrives in an iterative development setting

Salary Range

$84k-$116K
